While democratic ideas have been on the rise worldwide since 1990, the triumph of democracy has stalled. Instead, a dismantling of constitutional institutions can be observed in many countries. Some countries, such as Russia, have developed into complete autocracies after attempting to democratize. Others, such as China or Belarus, have remained in a state of autocracy despite tentative reforms. In many democratic states, such as Hungary, liberal institutions are being gradually dismantled, while elections as the 'core' of democracy remain essentially intact. It is not yet possible to predict to what extent the USA is on the verge of becoming an autocracy after the re-election of Donald Trump. At the same time, it also becomes clear that the electoral successes of authoritarian parties are often based on authoritarian orientations and democratic dissatisfaction. Is the much-vaunted 'crisis of democracy' leading to a new political order?The seminar will discuss the causes, form and effects of democratic regimes in international comparison, focusing on the following:
- Typologies of illiberal and authoritarian systems
- Underlying ideologies of authoritarianism
- Forms of authoritarian regression
- Effects of authoritarianism
- Performance of authoritarian regimes
- Democratic resistance
